A little quality time with Google and the FAQ led me to this: - Download SCL shapefiles from gisgate.co.clark.nv.us. - Convert the data from State Plane Feet to Lon/Lat (WGS-84). - Convert the shapefiles to .osm format. - Use JOSM to compare and upload the county data. That last step is going to take some time.
