I think that admin level 1 has merits. The Akwesasne First Nation[1] includes parts of Ontario, Quebec and New York, including a CanAm border crossing. Canadians and Americans must stop at border control in Akwesasne as they pass between Canada and USA. Akwesasne citizens are exempt, and can pass through without stopping. Their geography is unusual and a "Jurisdictional nightmare"[2].
