The National Forest and National Park signs rarely lie on the actual boundary. A more accurate solution would be to use the horribly inaccurate National Atlas data. Or you could attempt to find the National Forest GIS data (I just looked and didn't have much luck, but the roads and trails are available [1]). Or better yet, use the county parcel data to create a boundary for the national forest. As for what to use re: boundary etc. For National Forests I've been using landuse=forest and boundary=national_park.
