The NAIP imagery is the best I've seen for JOSM. The pictures are
very recent and the detail is amazing.

Unfortunately they don't have anything in that resolution for the area
I'm editing right now (western Kansas) however I was looking at the
USGS site earlier today and there is the NAIP imagery which is at
least better than Yahoo for this area. I believe the NAIP imagery is
nationwide. Taking the above URL and modifying it with the NAIP server
and layer name gives me the following which seems to work in JOSM with
the WMS plugin:
http://isse.cr.usgs.gov/arcgis/services/Combined/SDDS_Imagery/MapServer/WMSServer?SERVICE=WMS&VERSION=1.1.1&STYLES=&SRS=EPSG:4326&FORMAT=image/png&layers=0&request=map&
