I think there is pretty good consensus on interstates and US highways as far as rendering goes. As I recall the debate centered about how to tag them and also whether to render individual state shields since there is much more variety and some of them may not look as good at low pixel counts.
But surely the debate about state shields should not stop us from improving the renderer to use relations and render interstates and US highways... I would love to see Richard's work live on osm.org! What I have been told (on this mailing list) is that if a consensus is developed for rendering shields then the rendering will be added to Mapnik and Osmarender. I like your idea.
