Seems like out here in Kansas/Nebraska a lot of cities are a member of some "tri-city" region but I think it is almost always made up by the local weather man who just wants a quick way to refer to "this area here" while pointing at his magic green screen. It is nothing I would want to see on a map.
For example I have often seen Kearney, Hastings and Grand Island called "the tri-cities" by local TV stations. http://www.openstreetmap.org/?lat=40.821&lon=-98.641&zoom=9&layers=M I think they may have a hockey team that is kind of a shared interest between the cities but other than that I don't think there is much interaction between them and I wouldn't see any need to enter this information into OSM.
