Paul, ArcMap OSMEditor became the tool of choice because: 1) ArcMap has powerful editing and geoprocessing capabilities. 2) Our jurisdictional data are in shapefiles, and ArcMap deals well with shapefiles. 3) The interns are most familiar with ArcMap.
We did consider using a single organizational username but decided against it because OSM encourages individual contributions.
