one of the tags would need to be the dates for which the routes are known
to be good. for many districts, this would be a single year.

School districts change their routes to reflect demand.
it probably varies from district to district, but many have route
optimization
software and run it every year before school starts based on the student
population. in such districts, the routes will change for most years.
