Nathan, Relation support is already there. osm2pgsql already builds geometries for route relations. It's just that the current Mapnik style doesn't put shields on them or render them in a visible way. If you want to solve this problem then submit a patch for the Mapnik style -- perhaps using rweait's examples as a starting point.
