The NAIP_ALL imagery was created by someone who went and found the latest available NAIP imagery by hand as of the end of last year. Since he used raw imagery directly from the states (rather than a WMS) it is quite up to date. The link I sent in your email was indeed a tiled cache of the USGS WMS and they didn't always ingest the newest stuff.
