That's also not what the sign says. But if it did, doesn't that mean access=permissive? As far as the tags we have, the only one that really applies is access=private, though access=customers is close. The sign does not say you may use the road so long as you need it to get to your destination (access=destination). That would preclude cast members as using it as a cut-through alternative to World Drive. And it would permit its use by solicitors, non-customers trying to avoid parking fees, and Michael Moore. It doesn't say that you may use the road long as you are not uninvited (access=permissive). That would allow all those same things as access=destination and more. It says "Walt Disney World Resort Guest, Cast, and Business Invitees Only".
