In the case of a local 'decliner', he has made an informal statement wishing for "Public Domain". There now *may* be an option to take over the ownership of PD/Decliners or PD/Undecideds with some method. Is a "decliner" choice final, or can I also get a formal PD statement from them in the hopes of possibly saving their work?
