Nope - at least in Florida, they have all road bridges except maybe those on private roads. They also have rail-over-road bridges, but not rail-over-other bridges.

(By the way, the U.S. Highway system is state-maintained and the numbers are coordinated by AASHTO, which comprises the state DOTs. There's little to no USDOT involvement.)
