Unless the relations are dirty and get removed :) But you do bring up a decent point. Luckily my local area has been pretty much 100% clean for weeks now. I have to zoom out to z9 to find anything dirty in OSMI and even then it's like 3 roads and one POI. So I've been focusing on bigger things. But cleaning your local area is definitely a critical task as well.
