No. A new version is created based on your upload. If a tag isn't there then the new version of the object won't have that tag. And really, the volume of data isn't a big problem. You shouldn't be trying these kinds of edits from dialup and any halfway decent broadband connection will be able to upload even a pretty big changeset in a relatively short period. Most of the delay during changeset upload is waiting on the server to process the uploaded XML and respond.
