It's also possible that they're rolling out the new stuff in stages to different servers behind the load sharing server. So that might be why some solutions work differently and at different times for different people. They might send browser / flash fetches to a different server than JOSM based on the server agent. I did find an amazing number of different image caches in JOSM's working directory tree though. The files all seem to be dated too old to still be in use.
