A couple of times I have spotted this kind of activity, the person was wanting to make a "simplified" map for a particular purpose like showing directions to a wedding or something. They didn't make the distinction between editing map data and choosing what to display during the rendering process. They may have thought that having a world-wide editable map was just too crazy to work and assumed they were in some sandbox environment where they could only make local changes or something.
