Just a random observation: containment in a state does not necessarily mean that a 'state highway' is a state highway of that state.
There are a few spots in the Alleganies where NY-17 veers into Pennsylvania to avoid a mountain or river. It's still maintained by NYSDOT and signed with a New York highway shield. Calling it SR-17 would lose that information. If anyone cares.
