It might be useful to look at existing GIS practice to see how boundary objects are treated in terms of being LINESTRING vs POLYGON (thanks Paul for reminding us of OGC simple features defined terminology). But, I suspect that the GIS world has a "layer" and a text description of it, and that has let them avoid what OSM is doing: building a coherent representation of everything (which leads to all the trouble).
