all of these suggestions about construction & proposed are good, but it may take time to catalog and accurately tag. my suggestion of access=no was intended as a short term stopgap, so that any routing engines will not attempt to direct anyone on these roads. so i'll continue to suggest access=no until you can learn enough to tag more precisely.
