If it helps, OSM-US hosts a tile proxy for the USGS-hosted NAIP imagery. It's documented on the US Imagery page: http://wiki.openstreetmap.org/wiki/Foundation/Local_Chapters/United_States/Servers/Imagery The best layer to use is probably the USGS Large Scale Imagery, which uses NAIP at low resolutions and switches to the USGS High Resolution Orthophotography at higher resolutions.
