An addendum.

Looking at the BNSF Southwest Division map [1] and the FRA data for Apache 
County, AZ [2], it doesn't appear the line is formally a "subdivision." 
Therefore, it shouldn't be called the "Springerville Subdivision," and it 
should be named based on what it looks like: a really long lead. I still 
think it should be tagged with usage=branch, though.
