OpenStreetMap focuses on things that are on the ground, not things that were or will be on the ground. There are some exception to this, for example there are tags to map things that are "planned" but don't yet exist; this is not encouraged for widespread use but might be applicable to Burning Man. For maximum flexibility independent of OSM's old-fashioned adherence to physical realities, I'd suggest to set up your own instance of an OSM server together with editor(s) and rendering tool chain, which would enable you and anyone interested to make the most detailed Burning Man map ever, and even retain the full data base from every year, offer side-by-side rendering and whatnot.
