I ran a few selections and queries to compare OSM data with the Dakota County street centerline data. Basically, looking for alignment differences and mostly for new streets not yet in OSM. Focused on local streets. I posted them on Github for anyone with time to download and edit into OSM - https://github.com/DcjoeS/OSMStreetsDakotaCounty
The repository also notes the URL for the 2015 Air Photo for use in JOSM. I’ve used it, lines up nicely despite the warnings. Joe
