While adding some information I noticed a line running through the area and became curious about it. It was a single way that was marked as part of a polygon. That polygon only has one member (the way I noticed) and other than the type being set has no other tagging. Here is the change set that added it. https://www.openstreetmap.org/changeset/24408620
