I've had multiple-hour layovers in a few airports where I've done a substantial amount of POI mapping (e.g. [0]). Echoing Paul's comments, usually using a scribble or note feature on your phone to write things down is no big deal--especially with the popularity of video games that require using your phone and traveling places. I would, however, not recommend taking a bunch of photos to later use for mapping as the rules about that can be quite varied.
