Quick reply to Frederick's comment. Our (2nd Ottawa building import) does not remove any existing OSM data.
Hence why we added the QA-Tiles to prevent having the "new" imported data overlap on existing OSM data. That way we don't have any conflicts with new & existing data. I do agree with Frederick on this: Whenever anyone starts importing overlapping data into OSM, it can be a lot of work doing a good job for a "new" mapper.
