Looks like troll tagging to me. barrier=toll_booth is wrong on both counts; there isn't necessarily a physical barrier (the gate might be open, yet vehicles are still required to register) and there's no toll being collected. Adding fee=no is just going to confuse people even more. To me, it makes as much sense as highway=footway and foot=no. -- Shawn K.
