Hi Johan,
I had some shapefiles to convert a little while back. I found a package
called Quantum GIS (http://www.qgis.org) that was able to export the
data so that I could open it in JOSM.
Merkaartor can apparently also do it, but I couldn't get it to work, YMMV.

The majority we've created ourselves (digitizing), and the others I
have confirmed are in the public domain, i.e. the CSIR road network in
