The University of Pretoria has a full mirror of the raw OSM xml planet data available here: http://ftp.up.ac.za/mirrors/openstreetmap/ (including the massive "full history" planet) It is worth trying to see if they would be willing to send the data across. Maybe someone with an uncapped local Internet connection in Cape Town could help? I highly recommend first limiting yourself to smaller extracts. There are 2 "poly" files available here for cutting/extracting out South Africa: http://grant.dev.openstreetmap.org/tmp/za-poly/ The simplified version is a rough cut version, which keeps outside the South African borders. Both polygon files ignore Prince Edward Islands. I have asked Peter Körner, if he has a chance, to create a full history South Africa extract. Geofrabrik create regular South Africa extracts available here: http://download.geofabrik.de/osm/africa/ (current items only, not full history) Keeping extracts current can be achieved using diffs...
