I suppose it comes down to what is the primary use of the land is. "Recreational agriculture" suggests the land is residential primarily. I too grow veggies in my tiny garden, but it is "recreational farming" and the property is a city residence. Otherwise the only difference is size and I don't think that should be what determines the category.

It's a piece of privately owned land, usually 1-3ha in size. It's used for residential *and* (recreational) agricultural use. Because of the size of the properties, houses are sparsely spaced.

Some examples can be found at -26.093, 28.3458.

The best I can come up with is landuse=agricultural_holdings, but I'm not sure if this will make sense in an international context (and surely they have such things in other parts of the world). Use would be similar to landuse=residential.
