The act provides for the following particulars to be part of a valuation
roll:

1. list all properties in a municipality

2. each property must reflect the following - property description, rates
category, physical address, extent, market value, owner name, other
prescribed particulars

3. here is an example form Mangaung Metro - but what I have seen varies in
the level of detail

SG CODE TOWN EXTENSION KNOWN AS ERF NO PORTION STREET NUMBER STREET
NAME Extent (m²) CATEGORY OWNERNAME MARKET VALUE REMARKS
F00300140000000100000 ANNASRUST SMALL HOLDINGS 1 0 ANNASRUST1 ANNASRUSTWEG

1,030,000 F00300140000000200000 ANNASRUST SMALL HOLDINGS 2 0 ANNASRUST
ANNASRUSTWEG 145610 AGRICULTURAL HOLDINGS - AGRICULTURAL USE BOUWER
FREDERIK JOHANNES CHRISTOFFEL R 1,080,000

You can also download this information from their website -
http://www.mangaung.co.za/docs/finance/Rates-valuation-Roll/Valuation-Roll-2013-with-Fincode.zip
You can easily link this to the cadastre using the SG CODE

4. some of the municipality have some form web application to view their
valuation roll - the act provides for one to request an extract and the
municipality may charge for this

5. The eThekwini Metro provides its GIS data on this website -
http://citymaps.durban.gov.za/internetwebsite/index.html and information
with address data can be found in these datasets -
