Hi My suggestion is to keep tagging with that tag if you feel it is different enough. What would be useful though is a page or a note somewhere on the OSM-ZA wiki about the tag and why it does not match existing tags. Every country has its own unique things but it is useful to keep consistency within a specific country hence the wiki page/documentation.

I spoke to some guys on IRC last night, and they alerted me to the shop=cash_and_carry tag, which I will be using for such outlets from now.
I suspect that these will be common features, especially in towns serving relatively large rural areas.
