I use Windows Task scheduler..I would schedule it to run Daily (start at 12:00 
am) and then under the "Advanced" button, you can set it to repeat every 15 
minutes for 23 hours and 46 minutes (to catch 11:45 pm).

Personally, I would probably use A SQL Server agent job to execute so kind of 
command file containing a BWS command string that runs the script.
