access -and this is a lesson I have to relearn every time I see it...

Change your #9 to a #10 and it should work.
Mnemonic@-10#10
What your condition was saying is - the cursor could be on a row 
10,9,8,7,6,5,4,3,2 rows below the text Mnemonic.
If you were one row below where you are in the picture, the rule would have 
fired - the range and the number of rows below to look need to match.

I have a condition I wish to pause for that looks like this:

I have my rule written like this:

(text version of inline image):
Title Enter/Edit OE at 1,1 and Prompt Mnemonic at Row -10#9...Go to Step CheckDB

The Condition is:
Enter/Edit OE@1,1&Mnemonic@-10#9

The problem is, the rule is not executing. Can anyone assist? Can you not use 
range selection with rows, or does the range selection inherit the minus? IE, 
it's going from row -10 through row -19?
