We don't use Magic at our facility, so I'm not sure how the user dictionaries are for that version, but couldn't you just set the password change interval for your script user to 999 days (the max), and then once a year go back and reset them and then set it back to the original password? Just add an event to your calendar or have a script email you? That way you have control over when the password changes...
