Have you tried inserting a ":" between the hours and minutes prior to converting the value in Excel?

When I attempt to convert the field to a time format in Excel it takes the numbers and creates a date time field with the date from the digits and the time as 0. Has anyone come across this and figured out a fix? I'm having trouble trying to change them in a script as well ...
