Sounds like your doing multi-card, not specifically multi-monitor, am I
mistaken?
Xrandr works great for multi-monitor, but does indeed assume single
card. The assumption is not Xrandr's fault,
support for multi-card been _has not been_ a target feature
of Xorg to for the last decade. Multi-monitor single
cards have been "good enough" for just as long.
