Ah faxes... The government institutions and banks seems to make that technology stick around.
I don't even have a land line any more so I've been using hellofax.com . I think they allow you to send 10 pages a month for free and it supports things like Google Drive and Dropbox. I've only used it 3 times now, but it's worked really well and has a really nice interface.
