I believe that rdiff-backup will also work on windows.
But it is currently limited to python2.x and there are some questions about ongoing maintenance.

Duplicati has a Windows client too. Increamental, encrypted backups, works with
SSH or a bunch of different storage backends.

I know nothing about Windows 10 though.
