I was seeing some odd behavior myself recently. It seems Firefox 3.0
masks it as "(none)" for some reason so that may be an issue to look into.

Some of the older browsers, including I believe Opera, let you mask
HTTP_REFERER as a security option. A lot of proxy servers also don't
do a good job with it. As a fallback, it might be more effective to
cache the URI_REQUEST when the user first hits the page.
