I haven't seen a php function to do it (not to say one doesn't exist).  
However, I use sphinx for search and there's a unicode to latin post in their 
wiki that might help you:

I'm not exactly sure if those translations are baked into sphinx now.  See

using sphinx search could make things easier for you?
