Are you actually using Outlook? I'm not on my Windows 8.1 machine, so I can't see if there is a contacts section in Windows, but I can tell you how to do it in Outlook.
If you are using Outlook, hit Control = 3 that's the number 3 above the keyboard). That should change you into the contacts view. You can then arrow through all your contacts there. If you don't like the way it's displaying, you can go to the View ribbon and select the first button to change the view. I'd probably find the list view the easiest to arrow through, but you might want to play with which works well. The Business Card view is the one AI Squared recommends and that works on my home pc, but my work pc must have some weird add on that doesn't allow it to work as well.
