Set files are still completely independent of scripting. You can create, associate, and customize them as much as you want without a single line of code. Unfortunately few have ever truly appreciated their power. Consequently the documentation has been slimmed down. But you can find most of what you need in the help file, particularly under The Window-Eyes control panel, The Window-Eyes user interface.

It's not rocket science. But you do have to be willing to spend time learning how to make them work to your advantage. They're more or less just scripting without having to learn a scripting language; the caveat being their limitations compared to scripting.
