Ed, The BrowseModeEnhance app is used for element properties and place markers for the new 9.x browse mode. If you don't use element properties or place markers in browse mode than you don't need this app.
However, you brought to our attention a goof on our part. We ship the browse mode enhance app with the 9.1 upgrade but we never actually made it live on App Central. Oops! We just fixed that so it is there now.
