My experiences have not been as predictable as yours have been in general.  For 
example, my ISP sends maile through 
a spam filtering service and there are multiple servers.  Mail that I get in a 
particular period of time has been split up and sent through separate servers 
and then it gets sent to me after 
that.  The time it takes for mail to get to me is going to vary based upon the 
load on the particular SPAM 
filtering server it went through.  I looked at my message headers and actually 
reported long delays on a SPAM 
server to my ISP.  So that is one variable.

MailMan, the list server used, can also cause delays.  I cannot speak to how 
the Window-Eyes list is configured, 
but in other situations I know of, Mailman generates a separate message to each 
user who is subscribed to a list.  
If you have a lot of list traffic and a lot of members, this can add up to 
thousands of emails per day fairly 
easily.  This can cause maile to trickle out to some degree as well.  

At least one of your messages that you said had been delayed for a long time I 
remember seeing more or less in the 
correct context.  At the very least, the delays you are seeing may not be seen 
by everyone equally.  If you are 
really bothered by this, you might want to look through your message headers to 
see if 
you can determine for certain where the delay is.  You could find, as I did, 
that it was within my ISP's system.  
It could also be that there is still some fine tuning needed on the new list.  
The answer may not be as obvious as 
you feel it is, though.
