Sorry if you've already said, but which program(s) are you seeing this in? And do you mean normal cursor keys or mouse cursor keys?
A couple of standard suggestions are: be sure the window is maximized, and if using the mouse cursor, make sure the "up-down speak" setting (alt-center) is set to line for the mouse cursor.
