I wonder if Hadley would have some classes in HTML?  

If not, you could always google html and blind and you'll probably turn up some 
commercial ebooks or classes.

I think you can also create a page as a Word document, and then save it as 
HTML.  I am not sure how far you can take Word as an HTML editor, but certainly 
if you just want to communicate some organized text (such as a blog) it should 
work well enough.

You may have to hard code using Notepad for example as opposed to a
particular software.  Then of course it all depends on what kind of web page
you want to create.  There's an organization that teaches HTML to the blind,
but I don't recall its name as I type this.  This organization also teaches
networking and such.
