Don,
All modern browsers have support for Cascading Style Sheets (CSS) and this
support is enabled by default. Assuming you haven't modified your browser's
settings, the web page should be properly rendered using the author's CSS. If
you ever want to restore IE's settings back to default, you can do so through
the Options dialog (Tools menu, Internet Options, Advanced tab, Reset button).
Regards,
Marc

Subject: Cascading Style Sheets

On a web site that says I need to have Cascading Style Sheets enabled to
get the full benefit of the web page. How do you enable Cascading Style
Sheets on IE 11 using Win 8.1?
