Hi Larry. You're not alone with this issue. I sometimes start Windows 8.1 64 bit, and some of the sounds aren't there, or I should say one specific bong sound, the one that alerts a dialogue box has opened, or when you get to the top or bottom of a document. I restart the PC, and sometimes I get the sound back. I can't figure out any consistency to it, so I just deal with it. Wish I could give you more information, and if anyone has any idea about what's happening, let us know. Just sending this to say you're not alone.
